GC Delegates Approve Record 35 New Union Conferences.
The expansion seeks to more efficiently nurture the church’s fast-growing membership.
Moving to streamline the church’s work at a time of rapid growth, delegates opened the General Conference session on Thursday by officially approving the addition of an unprecedented 35 new union conferences to the Adventist world church.
The delegates easily approved the administrative units—most of which are located in Africa, Central America, and South America—by holding up yellow cards in a vote in the cavernous Alamodome stadium in San Antonio, Texas.
The vote was needed to officially confirm unions that have been organized since the last General Conference session in 2010 or are slated to be organized in the near future.
“The high number of new unions is unprecedented in the history of the Seventh-day Adventist Church,” G. T. Ng, executive secretary of the General Conference, told the Adventist Review earlier. “It is a reflection of the church growing with breakneck speed around the world.”
Most of the new unions came as a result of rapid church growth. The Adventist world church has a membership of 18.5 million, compared to the 16.3 million reported at the 2010 General Conference session.
In order to more efficiently nurture growing membership, it has become necessary to divide existing unions, establishing two new entities instead, church leaders said. Zambia, whose membership passed 1 million in April 2015, is an example of this, and its Zambia Union Conference will split into two unions during a meeting on September 20 to 23.
Other regions have advanced from union mission to union conference, indicating maturity in finance and leadership.
The 35 unions surpass the previous record of 22 unions added in 2010 and 22 unions added in 2005. Only 9 unions were added in 2000.
The new unions were presented to the delegates on the opening morning of the 10-day General Conference session, which runs through July 11. The respective division secretaries introduced the respective union presidents on the Alamodome’s stage.
The majority of the new unions —22— are in the three church divisions in Africa, Rosa Banks, a General Conference undersecretary and liaison to the three African divisions, told delegates.
Among the new unions is the Middle East and North Africa Union Mission, which was formed in 2012 with the intention of strengthening the focus of reaching the Middle East and North Africa.
“By uniting the former Trans Mediterranean Field and the former Middle East Union into a new union directly attached to the General Conference, it has been possible to enhance the efforts to reach the population in this part of the 10/40 window,” said Harald Wollan, associate secretary for the General Conference who serves as liaison to the Middle East and North Africa Mission. “Under the able leadership of the current administration, wonderful things are happening in this challenging part of the world.”
Homer Trecartin, president of the Middle East and North Africa Union Mission, said it was a challenge to unite pieces of various divisions into the new union, but the result is worth the effort.
“It takes primarily Muslim countries, puts them in one group, and allows us to focus on one part of the world,” he said on the sidelines of the General Conference session.
The Trans-European Division also has a new union in Finland. The constituency in the Finland Union decided to reorganize the church’s work in that country for efficiency sake, transforming from a union conference to a union of churches conference, Wollan said.
“By eliminating administrative entities, it becomes possible to operate with fewer administrative positions, thus getting more pastors out in the field,” he said.
Wollan said the establishment of new unions matters to every church member because it helps the church better fulfill its mission of preparing people for Jesus’ return.
“The church was organized for mission. The more streamlined and efficient the leadership of the church, the better membership care and the more efficient it can become in evangelism,” he said. “We all share a responsibility in witnessing about the soon-coming Savior.”
Electronic Voting Debuts at GC Session After a Snag
The electronic voting system—a first use for a General Conference session, replacing the handheld voting cards—didn’t quite go as planned during the initial Thursday morning business meeting.
When the system registered only a few hundred of the 1,800 delegates’ votes over three attempts to respond to a practice question, platform chair Lowell Cooper finally told delegates that “for the balance of our business this morning, we will use the voting cards.”The high-powered Alamodome Wi-Fi system apparently was the culprit. Delegates pressing wrong buttons and some registering too late while waiting for translation also were factors, church leaders said.
The issue still wasn’t resolved during a second attempt at noon, but a third try late in the afternoon was apparently successful.
“As we move forward with technology we are confident that we will have a reliable electronic system for this GC session,” said Nancy Lamoreaux, chief information officer for the General Conference.
The electronic voting system was used effectively this past October at the world church’s Annual Council held in Silver Spring, Maryland. No problems were experienced during those meetings.
How It Works
During registration each delegate was given a voting device, which looks similar to a TV remote, and instructed to take it to every business meeting.“Wear it like a piece of clothing,” Cooper, a general vice president for the General Conference, told the delegates when explaining from the platform Thursday morning how the device worked. “Every delegate is to bring this device to every meeting.”
He then added that the delegates are “fully responsible for the security of this device. Do not loan it to someone else. … The GC will not accept responsibility for anyone claiming to be denied the right to vote because the voting device was left in a hotel room or lost.”
Buttons with Nos. 1 through 9 are on the face of the device. To vote “yes,” delegates press number 1; to vote “no,” they press 2. Delegates may also abstain from voting.
Two platform screens register not only the number of “yes” and “no” votes but also the percentages of both.
“Some votes require a two-third’s majority, and that will also be calculated by the system,” Cooper said.
When the chairperson of the business session repeats a motion and indicates that delegates should prepare to vote on an issue, a time counter appears on the bottom left of the platform screens. It counts down from 45 seconds to zero. During that time the system registers the votes.
The device has an on/off switch, and “is always ready to work,” Cooper said. “It uses long-term batteries that will remain active throughout the session.”
Meridia Audience Response, an outside company based in Pennsylvania, provided the electronic voting equipment and devices. Their technicians are onsite managing the complete voting system during the session.
Why Go Electronic?
Karnik Doukmetzian, general counsel for the General Conference, told delegates that issues of security, accuracy, and confidentiality were behind the change.“No one is able to tamper with the devices and your privacy, so no one else will know how you voted,” he said. “Security protocols for these machines are generated each and every day, and they are changed every day to ensure the security of our votes. Your vote is transmitted securely, accurately, and anonymously in an encrypted fashion so the vote cannot be tampered with. Once the voting is completed and tabulated [for each vote], the records will be deleted. Your voting is secret and anonymous.”
Doukmetzian also explained that votes are registered only when the delegates are on the delegate floor but not when sitting in the stands.
Responses
Response to electronic voting was mixed. Trans-European Division delegate Keth Holm said she had been looking forward to using the new system.“It will be more convenient, more anonymous, and it will be really nice to get the numbers accurately,” she said.
Jaime Rodriguez of North American agreed, calling it a “great idea.”
“It keeps your vote confidential,” he said. “This is very smart. This is a divine thing. It’s from God.”
Yuriko Ishida, a first-time delegate from the Northern Asia Pacific Division, however, wasn’t yet convinced that electronic voting is the way to go.
“I’m concerned [about whether] it is going to be safe, if it will actually be better than the voting card,” she said, adding: “But … it does speed things up.”
Looking Ahead
Although the electronic voting system experienced an underwhelming start at session, the church’s technology team said indications are strong that incorporating this technology into the business meeting processes of the church will enhance the accuracy, speed, confidentiality, and security of the delegate voting system.

Welcome to the world church family of Seventh-day Adventists, and especially to our delegates and others who will be attending the 2015 General Conference Session in San Antonio, Texas from July 2-11. We look forward to a highly spiritual meeting as we listen to reports of how God is carrying the three angels’ messages of Revelation 14 to every corner of this globe, and how the Advent movement is penetrating every region, every town, and every home with this life saving message.
And yet there is still more to do. As the world
continues to reel from uncertainty, tragedy, and catastrophe, what a
message of hope we have to proclaim, as illustrated in our session’s
theme: “Arise! Shine! Jesus is Coming!” and in our timeless theme song,
“We Have This Hope.” Truly, the only hope for this world is Christ’s
soon coming, and the witness of His people to help others prepare for
that great event. This special work must involve everyone—women, men,
children, youth, adults—all are needed to reach individuals for Christ
through the Holy Spirit’s power.
During a General Conference Session, not only do we
have the joy of worshipping together as a worldwide family; we have the
opportunity to clearly focus on the mission of the church, and how best
to accomplish that mission. Elements of our overall mission theme of
“Tell the World” will continue until the Lord comes as we reach up to
God, reach out to others, and reach across to nurture, retain, and
involve everyone in the work of the church.
Let’s continue moving forward together as we focus
on God’s Holy Word, on the Holy Spirit’s wonderful work of personal and
corporate revival and reformation, on health and community outreach, on
integrated evangelism using personal outreach, integrated media
approaches, and public evangelism, and on our mission to the cities
where millions are longing for the hope that we have to share. Moving
forward, let us reaffirm the marvelous foundational truths of the Bible
that make us who we are as Seventh-day Adventists—including our
understanding of the sanctuary service as God’s work for His people at
this time, and the wonderful guiding blessing that God has given the
church through the gift of the Spirit of Prophecy.
As we meet together in San Antonio, let us lift up
God’s work as central in all that we do. Let Christ’s righteousness be
the theme of our personal and public expression of who we are as
Seventh-day Adventist Christians. Let’s pray together for God’s leading
in a marvelous way during our 60th General Conference Session as we
plead with the Lord for the outpouring of the latter rain of the Holy
Spirit and the second coming of Jesus Christ.
